At the Heart of the concept of Value Based Health Care there are digital solutions that aims to improve patient’s outcome lowering healthcare costs. Patient’s centric apps whose goal is to increase patients’ engagement and therapy adherence. Systems that favour care givers integration along the pathway. Data analysis software to improve decision making leveraging on big and real-world data, solutions to enable outcomes measurement and comparison. The big question is: how Public Entities could procure digital solutions? What are the tender procedures, specifications and awarding criteria that can be used? Are Contracting Authorities ready to procure them? Are Suppliers fully aware of requirements the public administration should have? The EU Guidelines on Procuring IT solutions, although focusing mainly hardware, gives some indication.
